The mission of the State Board of Education (S. 1008.31, F.S.) is to increase the proficiency of all students within one seamless, efficient system, by providing them with the opportunity to expand their knowledge and skills through learning opportunities and research valued by students, parents, and communities, and to maintain an accountability system that measures student progress toward the following goals:

Pasco eSchool’s Overarching Goal: Become a High Performing Hybrid Virtual School and Earn School Grade of A for both 7023 and 7004 Cost Centers. In addition, support Pasco County Schools in the area of High School Graduation Rates, provide Hospital Homebound Services, and Zen services.

Pasco eSchool SUP Plan: 2026 – 2027 

  1. By June 2027, Pasco eSchool will increase student academic proficiency by 20% in ELA, Mathematics, Science, and Social Studies (grades 3 – 10), as measured by the Florida Department of Education (FLDOE) school grading components.
    1. Analyze baseline state, district, and school assessment data to identify strengths and gaps in each subject area.
    2. Provide high-impact virtual instructional strategies within an online/hybrid environment.
    3. Establish cross-curricular literacy initiatives to support reading and writing skills across content areas.
    4. Progress monitor the impact of instruction through module assessments, Discussion Based Assessments, state assessments and walkthroughs.
    5. Implement resiliency and PBIS systems in the virtual/hybrid settings to support student engagement and learning.
    6. Collaborative Teaching Teams will:
      1. Strengthen Tier 1 virtual practices (e.g. Discussion Based Assessments, Feedback and Live Lessons) by examining the alignment of curriculum, instruction, and assessments in online course work to Florida B.E.S.T. standards.
      2. Examine Module and Segment Exams to progress monitor to identify strengths and gaps between online content and tested standards
      3. Develop and implement monthly data cycles to monitor student progress and provide Tier 2 and Tier 3 interventions.
      4. Track proficiency trends in standards and completions, based on data-driven decisions.
  2. By June 2027, Pasco eSchool will increase student learning gains by 20% (with a target of 80+% of students) as measured by the Florida School Grade ELA and Math components.
    1. Provide professional development on targeted virtual instructional strategies to close the gaps.
    2. Train Facilitators/Team Leads using data protocols for analyzing online metrics, discussion-based assessments, and segment exams. In addition, Facilitators/Team Leads and Coaches will use data protocols to examine PM data cycles.
    3. Implement Collaborative Teaching Teams/data cycles focused on designing, delivering, and monitoring standards-based instruction for Tier 1, Tier 2 and Tier 3.
    4. Increase student engagement through student-centered teaching practices during Live Lessons (online and face-to-face opportunities) for the purpose of targeted academic goals.
    5. Implement resiliency and PBIS systems in the virtual/hybrid settings to support student engagement and learning.
    6. Monitor effectiveness of instructional delivery and student engagement through walkthroughs and learning walks.
  3. By June 2027, Pasco eSchool will increase student learning gains 25% for the lowest 25% (to a target of 80+% of students) as measured by the Florida School Grade ELA and Math components.
    1. Identify and monitor the lowest quartile students with individualized data trackers.
    2. Implement evidence-based virtual mathematics and ELA intervention programs tailored to the needs of struggling students.
    3. Implement resiliency and PBIS systems in the virtual/hybrid settings to support student engagement and learning.
    4. Facilitate data chats with students to set personal growth goals and reflect on their progress.
    5. Progress monitoring of interventions as defined in the Eight Quality Characteristics of Tiered Interventions and Action Plan.
    6. Provide strategic coaching cycles based on the implementation of interventions and action plans.
  4. By May 2027, Pasco eSchool will increase the percentage of students earning a qualifying score for acceleration by 20%, as measured by the Florida School Grade components, by expanding enrollment in acceleration courses that align with student interests and community workforce needs.
    1. Conduct (6 – 12 full-time) student interest inventories and community workforce analyses to inform virtual course offerings.
    2. For Middle School, ensure students have access to acceleration opportunities in core content.
    3. For High School, explore, expand and maintain Dual Enrollment, Advanced Placement (AP), AICE, and CTE-industry certification programs, as well as increase opportunities for students to take the ASVAB and industry certification exams.
    4. Host student and family information sessions to promote awareness of acceleration opportunities.
    5. Train school counselors to use predictive data to identify students ready for acceleration.
    6. Monitor enrollment trends and ensure equitable access for underrepresented student groups.
    7. Implement early intervention programs to prepare students for success in acceleration courses.
    8. Implement regular Collaborative Teaching Team cycles focused on designing, delivering, and monitoring of standards-based instruction in Advanced coursework
  5. By June 2027, 100% of Pasco eSchool students will have an individualized postsecondary graduation plan that includes meeting all requirements for a Florida high school diploma, as defined by the Florida Department of Education.
    1. Provide protected time for students to be able to review and revise postsecondary goals, including graduation requirements and endorsements.
    2. Use Xello or similar platforms to support digital tracking of student plans.
    3. Align online course scheduling to support students’ postsecondary goals, including graduation requirements and endorsements.
    4. Increase partnerships with higher education institutions and workforce agencies to provide postsecondary exposure opportunities.
    5. Regularly monitor graduation plans for on-track indicators and adjust as needed.
